Traveling to Kharkov

If you don't have Ukrainian citizenship, you may need a visa -- check these Visa Requirements. Here is a visa application that I received on 4/10/98 from Ukrainian consulate.

I found that the easiest way to receive a visa is to ask someone who either has a business or knows someone who does to fax you a letter inviting you to Kharkov, and get a business visa.
